Start with the business problem, not your preferred technology. What kind of user will use it day to day, with what frequency, and what happens today? An experienced team who understands the goal often proposes a cheaper route to it; one who only sees a list of screens can only price your assumptions along with the work.

Set out the scope as user stories or scenarios: what the user does and what the system does in response. Just as important, list what is out of scope. Set out your constraints.
